This is a long standing bug in Ganeti. Add a small design on how we plan
to fix this for Ganeti 2.7.

Move two designs that have been implemented in 2.7 to design-2.7 and out
of drafts.

Other designs were partly implemented: explain what part was, and leave
them as drafts pending their completion.

in order to limit interference between instances running on the same nodes.

This design describes a tool that will perform automatic repairs on
instances when they are detected to be unhealthy (living on offline or
drained nodes, at the moment). These repairs can be scheduled
automatically or requested as a one-off by a tool or person.

I am currently able to run a 2-node virtual cluster on my machine,
with a very ad-hoc setup. But the results show clearly that this is
doable, and that given the right tools, setting up such a cluster will
be quite easy.
