Eventually this will help ensuring that clients and servers are of the
same version, as long as they're imported from the same path. Currently
it's relatively easy for gnt-* and ganeti-* to be from a different
version.

Scripts will be at ganeti.client.gnt_* and a small bootstrap script
calls a “Main” function from the module.

This patch adds targeted pylint disables, where it makes sense (either
due to limitations in pylint or due to historical usage), and also a few
blanket ones in rapi where all the names are… “different”.

Since modules are not directly executables, remove the shebang from
them. This helps with lintian warnings.

Also make the autogenerated _autoconf.py contain two comment lines at
the beginning, like the other modules.
