as an alternative method to helpdesk details view. If network interface
exists with the passed ip, the details of the owner of the machine linked to
the network interface will be displayed.

- New dict setting VMS_USER_QUOTA to allow setting per user quota
  (overrides MAX_VMS_PER_USER setting)

- Different response message for GANETI_MAX_LINK_NUMBER overlimit
  errors (To differentiate from user quota overlimit error). Backend
  not raises NetworkLink.NotAvailable exception when no available link
  can be created.

handle prefix that contains text after "@".

- New json view to return a list of existing users with a prefix ending
  with "@" to be used for autocompletion in helpdesk account name input.
- Proper non existing account handling. If no vms or private networks exist
  for the specified account notify helpdesk user that the account
  doesn't seem to exist instead of displaying empty lists of vms/nets.

Temprory fix for removing accumulated messages from RabbitMQ. Currently
snf-ganeti-eventd produces messages that can not be handled from
snf-dispatcher (e.g messages not concering an instance). These messages
are now removed from queue, since they do not concern dispatcher.

- avoid AttributeError when checking for request.user attribute to be
  present
- deny access if no groups defined in user dict

- deny access to users that don't belong to 'helpdesk' group
- filter results based on account provided
