Merge changelogs of 0.18 and 0.18.1 and note that we recommend upgrading
from 0.17 to 0.18.1.

Put the migration script that suspends projects of deactivated users
under astakos/tools, rather than providing it as an snf-manage
command.

Don't rely on field deactivated_at to find deactivated users.

This reverts commit fb4e411e.

The commit breaks the intended usage of allow_create without
addressing it otherwise.

Check for flavor attribute 'allow_create' both when creating
a server and when changing a server to a new flavor.

Previously, the check was only made when creating a server.

Record the addition of the action 'modify user e-mail' in the admin
interface.

This used to be "DEBUG" but maybe all that information was only useful to
developers.

I also updated the Changelog. While at it, I did some trailing whitespace
fixes there.

The 'html' target in docs/Makefile generated a few warnings/errors because
of errors in RST, orphan refs, etc. While at it, I re-aligned code blocks
and lists, fixed hyperlinks, corrected grammatical mistakes and updated some
content here and there.

additionally document the updated setting default value in Changelog
and 0.17 upgrade notes.

- Revert Changelog entry
- Update tests to pass successfully with the reverted ports logic
