Copy actions from devel/build_chroot found in Ganeti source tree.

Add missing CONTRIBUTORS file and adjust Copyright accordingly.

According to the decision of the GRNET Board of Directors,
switch license to GPLv3.

This commit will be propagated to the release
and master branches based on git flow, and the next
release will be licensed as GPLv3.

Remove superfluous/identical COPYRIGHT files in subdirectories,
leave a single COPYRIGHT file in the root of the Synnefo repository.

Since v0.13 all Synnefo components have been moved into a single
repository and will have the uniform versions. Thus we will have
a single Changelog and NEWS file with subsections for each major
component.
