Long story short: time.strftime("%Z", time.localtime()) doesn't work,
even though it's documented to be equivalent to time.strftime("%Z").

$ TZ=America/Sao_Paulo python -c 'import time; print
time.strftime("%Z"), time.strftime("%Z", time.localtime())'
BRST LMT
